A Reuters/Ipsos poll found that 86% of Americans, including four out of five Republicans, believe it is inappropriate to use taxpayer money for TV ads featuring the president or his cabinet around an election. Ethics experts and lawmakers have criticized three nationally broadcast ads airing ahead of November's midterm
