Justice Department charges Venezuelan man shot by ICE officer in Austin
Wilber Rafael Garces Perez, 28, appeared in federal court after being charged with assaulting, resisting, interfering and impeding a federal officer. The complaint says footage shows him driving away and striking an officer with his side mirror, then trying to drive into the officer before he was shot.
