Hurricane Rachel becomes a hurricane as it nears southwestern Mexico
The NHC said Rachel strengthened to a hurricane with maximum sustained winds of 75 mph and is expected to become a major hurricane by Thursday. Tropical storm warnings and watches remain in effect for parts of southwestern Mexico.
