Army to Establish First-Ever Public-Private Partnership for Domestic Critical Minerals Processing on Strategic Defense Installations - Empire State Mines received Conditional Selection Notices for Enhanced Use Lease opportunities at Pine Bluff Arsenal, Arkansas, and Anniston Army Depot, Alabama, under U.S.
Army RFP No.
DACA27-1-26-204 and the Strategic Capital Initiatives program. - Pine Bluff Arsenal is the primary site at ~245 acres; Anniston Army Depot is the secondary site at ~97 acres. - ESM will design, finance, construct and operate the Kilbourne Graphite Purification Plant to produce Purified Micronized Graphite and Coated Spherical Purified Graphite for defense, energy and industrial applications, subject to final Business Terms Agreements. - Lease term is up to 50 years under 10 U.S.C. § 2667 Enhanced Use Lease authority; ESM will bear all development, construction and operating costs, while the U.S.
Army retains land title.
