Latvia president backs Kulbergs to form government after election win

Latvia's president said he will nominate Prime Minister Andris Kulbergs to lead the next government after his United List party won 35.3% of the votes in parliamentary elections on Saturday, the biggest victory since independence in 1991. Kulbergs needs coalition partners to form a majority cabinet. The new parliament will convene on November 3.
