Tropical Storm Rachel forecast to become major hurricane later this week

The U.S. National Hurricane Center said Rachel was near 16.6N 106.3W with maximum sustained winds of 70 mph and forecast to become a hurricane tonight. It said tropical-storm conditions are spreading into southwestern Mexico and warned of 4 to 8 inches of rain, with isolated maximum totals of 12 inches.
