Tropical Storm Rachel holds steady south of southwestern Mexico

The storm was located about 250 miles southwest of Lazaro Cardenas, Mexico, with maximum sustained winds near 65 mph and moving northwest at 12 mph. The NHC said Rachel is forecast to become a hurricane later today.
