Tropical Storm Rachel becomes better organized offshore southwestern Mexico

The storm was about 265 miles southwest of Lazaro Cardenas, Mexico, with maximum sustained winds near 60 mph and warnings in effect for parts of the coast. The National Hurricane Center said Rachel is expected to strengthen and become a hurricane during the next day or so.
