Tropical Storm Rachel slightly stronger, winds near 60 mph

The National Hurricane Center said Rachel was located about 250 miles southwest of Acapulco and was moving west-northwest at 10 mph. It forecast gradual strengthening and said Rachel could become a hurricane by midweek.
