ENERGY: NHC: TS Fay Could Re-Emerge, Low-Pressure System Intensifies

A low-pressure system over Cabo Verde has become better organized, now located a couple hundred miles southwest off the coast of western Africa, with shower and thunderstorm activity increasing since yesterday, according to the NHC's September 23rd afternoon outlook * A short-lived tropical depression could form Thursday or Friday as it moves northwestward to northward, though strong upper-level winds should end development by the weekend. Formation chance has risen sharply to 50% through both 48 hours and 7 days, up from 30% and 40% respectively in the morning advisory. * The remnants of former Tropical Storm Fay, located several hundred miles southwest of the Azores, have seen a significant increase in shower and thunderstorm activity.
