Sept. 21 (Reuters) — ABL Texcell Diagnostics said it has signed a non-binding letter of intent to buy 100% of Vela Diagnostics operations in Singapore and Vela Diagnostics USA. The company said there would be no change in control or governance of ABL Texcell Diagnostics or Advanced Biological Laboratories. The parties will continue due diligence and discussions on definitive deal documentation.
