Phillips 66 Borger refinery reports upset, exceeding SO2 limits

Phillips 66 reported an upset at its Borger, Texas refinery on Sept. 18 that caused emissions of SO2 from a 43 Sru stack to exceed 500 Lbs. The incident began at 6:41 p.m. CT and ended at 9:37 p.m. CT on the same day. An investigation into the cause will be conducted. The refinery has a capacity of 149,000 barrels per day.
