Ottawa will also introduce a C$7.5B package to support businesses and workers hit by the US tariffs.
The response follows Saturday's US tariffs of 50% on roughly $20B of Canadian goods, imposed under Section 338 of the Tariff Act of 1930 after talks collapsed Friday.
Carney said then that Canada would retaliate "dollar for dollar," targeting steel, dairy, agricultural equipment and pulp and paper.
